Fernandez is running against Dagupan councilor Celia Lim (Nacionalista Party).[2][1]

Ilocos Norte

Incumbent Matthew Manotoc (Nacionalista Party) was initially running for a third term, but withdrew on October 8, 2024, to run for vice governor unopposed.[5] He was re-elected with 73.51% of the vote in 2022.

Manotoc was substituted by Ilocos Norte vice governor Cecilia Marcos, who is running against Joy Butay (Independent).[5][6]

Vice Governor

Incumbent Cecilia Marcos (Nacionalista Party) was initially running for a third term, but withdrew on October 8, 2024, to run for governor.[5] She was elected with 92.77% of the vote in 2022.

Marcos was substituted by Matthew Manotoc, who is running unopposed.[5][6]

Incumbent Raphaelle Ortega-David (Nationalist People's Coalition) is running for a second term.[12] She was elected under Pederalismo ng Dugong Dakilang Samahan with 89.72% of the vote in 2022.

Ortega-David is running against La Union vice governor Mario Eduardo Ortega (Partido Federal ng Pilipinas) and Manny Fonseca (Independent).[12][13]

Vice Governor

Incumbent Mario Eduardo Ortega (Partido Federal ng Pilipinas) is running for governor of La Union.[12] He was elected as an independent unopposed in 2022.

Ortega endorsed Aringay mayor Eric Sibuma (Lakas–CMD) to run against former representative Thomas Dumpit Jr. (Nationalist People's Coalition).[12][14][13]

Incidents

On December 7, 2024, Ponciano Onia Jr., a reelectionist councilor of Umingan, Pangasinan, and concurrent national president of Abono Partylist, was shot dead in an ambush.[24] On January 25, 2025, Anthony Verzola, a reelectionist municipal councilor of Caoayan, Ilocos Sur, was shot dead by unidentified gunmen riding motorcycles in Vigan.[25]
