My IP address is blocked on Wikimedia Commons and I can't log in. I found this out trying to upload a picture of MUU for her draft page I made a couple days ago and it said I was blocked from logging in because my IP address (or username) was blocked.

Decline reason:

Note that we won't be able to use the image unless it is freely licensed. This is a high standard. See WP:FAIRUSE. Essentially, you can't use almost any images you find online to depict a living person. You need to upload a picture you took yourself.
