There is no need for this separate article, it should be part of History of Georgia. First of all, it is unclear what exactly the article is even trying to illustrate. If it tries to signify the period when Georgian state was called Republic of Georgia, then it should be 1990-1995 because that's when the name was changed. If the goal is to talk about Gamsakhurdia's government, there are already articles on that, specifically articles about ruling party Round Table—Free Georgia, Zviad Gamsakhurdia himself and possible article Gamsakhurdia government can also be created (although he was not technically head of government I think, but at least Presidency of Zviad Gamsakhurdia article can be created). If the article tries to provide the information about Gamsakhurdia's government-in-exile and assert that the post-coup government of Eduard Shevardnadze was illegitimate, so that the Republic of Georgia had ceased to exist with the removal of Gamsakhurdia and the Round Table party, then, once again, the dates are chosen incorrectly as in this case the article should be called Republic of Georgia (1990-1993), because Gamsakhurdia was leading a rival government to Shevardnadze's government in 1993 from Zugdidi, but also, even after the death of Gamsakhurdia, the governmental bodies of the Republic of Georgia which exiled the country because of the coup (such as the Supreme Council of the Republic of Georgia) continued to operate from Chechnya up until 1998 (If I remember correctly the date).
Right now, not only is it completely unclear what exactly does the article represents, but also, it looks like a mix of various informations about Georgia's first 2 years of post-independence period and presidency of Gamsakhurdia. The purpose of the article is unclear and confusing for the readers, and also it does not adds up anything new to Wikipedia and therefore would better be merged with already existing article History of Georgia in the section about post-independence period.
