Conduct

This part of the article seems to be a bit one-sided, if I compare it with machine translation of the Spanish article. Especially the Spanish article says, that the director of the Electoral Registry, Andrés Rillón, dismissed the allegations, which is missing here. Also at least one of the sources* of this article clearly is written by someone, who has a right-wing view.

* "Inscripción obligatoria, voto voluntario".
