Why does Brook get his own article but Jinbei doesn't?

I couldn't figure out a way to add this to this page Talk:Brook (One Piece). Please excuse me, I'm new here.

I'm confused about the methodology deciding who does and doesn't get their own page. Brook has been in One Piece for marginally longer than Jinbei, sure, but does that warrant him having his own article, as opposed to Jinbei, who's lumped in with the general "One Piece characters" article? I have read the notability guidelines, and all that really did is make me more confused. If I find some non-news articles entirely about Jinbei, like the two articles that Brook has, can he get his own page? Is it just a case where nobody has really tried to get him his own page yet?
