Thanks for raising the concern. The Wikipedia page may not have been touched noticeably since 2007, but nor has the consortium's website, which has that date. There is nothing else on the Internet about them, so I think we can say they are not notable; probably they had one quick flush of enthusiasm, a highfalutin' mission which said ... not much, enough energy to create a stubby website, and that was that. If it had been a person this would be a WP:BLP1E; as a flash-in-the-pan organization, I'd say its demise from Wikipedia would be (as Wellington said of the highlander) "no great loss".
