Kvočka was a police officer who became the deputy commander of the guard force at the Omarska concentration camp near Prijedor in Bosnia and Herzegovina in mid-1992 during the Bosnian War. He was arrested in Bosnia by troops of the NATO Stabilisation Force in April 1998, was transferred to the International Criminal Tribunal for the former Yugoslavia in the Hague and underwent a trial for crimes against humanity and war crimes in 2000–2001. He was convicted on three counts of the indictment – persecution, murder and torture – and sentenced to seven years' imprisonment. His appeal was dismissed, and he was granted early release in March 2005. He has reported that he has faced hardship and ostracism from the community since returning to the Prijedor area.
