It seems highly unlikely to me that he doesn't meet notability guidelines, but I don't see sourcing here that shows a notability pass, either. Can you have another look at WP:NPROF and clarify which criteria he meets? Or find more WP:SIGCOV, so that he meets the standard guidelines at WP:NBIO.
