Limited close paraphrasing or quotation is appropriate within reason, so long as the material is clearly attributed in the text. Unless I've misunderstood the page history, part of one of your edits was adding the subsection The Peak Depot. The content within the subsection seemed to be lifted completely from the heritage analysis document, typo and all. In that case, the warning would be valid and you should heed the advice within it.
