- I am very sorry for your experience – indeed, this one particular user does engage in below-the-belt practices and wikipedia enforcement mechanisms have been powerless to stop him so far. As R.e.b told you, from a practical point of view, it is often easier and more constructive to disgengage and keep editing other articles, both for you and for others.
