Early life and education
[edit]Moreno Rodríguez was born in Asunción, Paraguay, in 1966. He earned a Juris Doctor (J.D.) from the National University of Asunción, where he focused on legal theory and practice. He later obtained a Master of Laws (LL.M.) from Harvard Law School in 1993, specializing in international commercial law and dispute resolution. His LL.M. thesis explored cross-border commercial contracts and their impact on developing economies.

[edit]In 2014, Moreno Rodríguez co-founded Altra Legal, a Paraguayan law firm focused on international commercial law, corporate law, and dispute resolution.[1] As managing partner, he has advised multinational corporations and governments on cross-border transactions and disputes. The firm is recognized for its work in international arbitration and investment law.[2]
International arbitration
[edit]Moreno Rodríguez serves as an arbitrator and counsel in international arbitration proceedings, with expertise in commercial contracts and investment disputes. He is a member of the Permanent Court of Arbitration (PCA) in The Hague and the International Centre for Settlement of Investment Disputes (ICSID), where he has contributed to investor-state arbitration cases.[3][4] He is also affiliated with the International Chamber of Commerce (ICC) Court of Arbitration and the Inter-American Commercial Arbitration Commission (IACAC).[5]
Legal reforms
[edit]Moreno Rodríguez contributed to Paraguay’s International Contracts Law, aligning the country’s commercial framework with international standards to facilitate foreign investment.[6] He has worked with the United Nations Commission on International Trade Law (UNCITRAL) on revisions to the Model Law on International Commercial Arbitration and with the International Institute for the Unification of Private Law (UNIDROIT) on the Principles of International Commercial Contracts. As a member of the Organization of American States (OAS), he helped develop the OAS Model Law on International Commercial Contracts.[7]
Academic contributions
[edit]Moreno Rodríguez is a professor at the National University of Asunción, teaching international arbitration and commercial law. He has authored articles and books on international law and arbitration, published in legal journals and cited in academic works.[8] He is a frequent speaker at international conferences and supports the Willem C. Vis International Commercial Arbitration Moot.
Recognition
[edit]Moreno Rodríguez has been ranked as a leading lawyer in Paraguay by Chambers and Partners and recognized by Latin Lawyer and Who’s Who Legal for his arbitration expertise.[9][10] In 2020, he was appointed president of the Inter-American Juridical Committee of the OAS, promoting legal cooperation in the Americas.[11]
