HAVA is a maritime criminality risk intelligence platform created by Nautical Crime Investigation Services (NCIS) Technologies.1 HAVA provides criminal record history and association information on vessels, organizations, and individuals.2 The HAVA database contains information on vessels, organizations and individuals including criminal offence details, offence record, and associated entities; in the case of vessels HAVA also lists International Maritime Organisation (IMO) number and Maritime Mobile Service Identity number (MMSI).3

The HAVA platform is accessible as a subscription. Additional functionality is available via HAVA’s data integration API, which allows users to integrate vessel tracking data into the HAVA interface or to upload additional vessel data.5

The site is currently in beta testing with an intended release date of mid 2025.5

How it works

Information used in the HAVA database is gathered from thousands of articles across several languages, including English, Spanish, Chinese, Korean, Hindi, and Russian. The database is also expanded using data from maritime criminality experts such as co-founder Dyhia Belhabib, and integrates data from large maritime criminal databases such as Spyglass.6 The site uses data from OpenStreetMap for its visual map interface and displays vessels at their last uploaded location.

HAVA was originally developed as a joint venture between Sogol Ghattan and Dyhia Belhabib.7

In early 2025, Nautical Crime Investigation Services released the Beta version.5

HAVA relies on data from the global OSINT community, local and global media networks, governments, as well as maritime criminality experts from around the world. 8

HAVA has worked with partners such as the Madagascar Regional Fusion Center, the Sea Shepherd Conservation Society, Polytechnique Montréal, and the Pacific Institute for the Mathematical Sciences (PIMS). 8
