University of Cagayan Valley (UCV) is a private, non-sectarian university located in Tuguegarao City, Cagayan, Philippines. Formerly known as Cagayan Teachers College and later as Cagayan Colleges Tuguegarao, UCV has grown into a leading institution dedicated to quality education and academic excellence.
History
[edit]The University of Cagayan Valley (UCV), formerly known as Cagayan Colleges Tuguegarao (CCT) and Cagayan Teachers College (CTC), was founded in April 1948. The institution emerged from the devastation of World War II, a time when the Philippines was still recovering from economic turmoil and widespread destruction of educational facilities. There was a significant shortage of qualified teachers across the country.
Tuguegarao, like many other towns, suffered under Japanese occupation. The Japanese Army had a large contingent stationed at Old Selecta, a ladies’ dormitory owned by Mrs. Caridad S. Ventura-Perez, located at what is now the site of the Dr. Matias Ponce Perez, Sr. Building at the College Avenue Campus. Following American bombings aimed at destroying enemy installations, the Old Selecta and much of Tuguegarao’s “Centro” were reduced to ashes, with few structures left standing.
During those war years, while in evacuation, Dr. Matias Ponce Perez Sr. envisioned fulfilling his long-time promise to the Cagayan electorate in the 1930s—to establish an institution that would provide affordable higher education. At the time, there were no colleges in Tuguegarao or nearby areas, and aspiring students had to travel to Manila to pursue college degrees.
Establishment and Development
[edit]Driven by foresight and commitment, Dr. Perez, with the help of friends, relatives, public school officials, and the inspiration of his wife Mrs. Caridad S. Ventura-Perez, founded the Cagayan Teachers College in April 1948. In its first academic year (1948–1949), the college offered Elementary Teacher’s Certificates and Bachelor of Science in Education programs. As time passed, more courses were introduced.
In 1983, to reflect its expanding academic offerings beyond teacher education, the Board of Trustees amended the institution’s name from Cagayan Teachers College to Cagayan Colleges Tuguegarao.
Campus Expansion and Facilities
[edit]To accommodate its growing student population, the institution expanded its physical facilities across two campuses. The College Avenue Campus became the site of the Dr. Matias P. Perez Building, which includes science laboratories and a simulated hospital for the College of Health. The Balzain Campus, which spans approximately eight hectares, houses various colleges and schools including the College of Law, College of Marine Engineering, College of Marine Transportation, College of Technology, College of Engineering, College of Computer Engineering and Information Technology, College of Hotel and Restaurant Management, School of Arts and Sciences and Teacher Education, School of Business Education, School of Criminology, and the Graduate School.
The Balzain Campus is also home to the university’s Computer Laboratories, Swimming Pool, Mock Ship, Crime Laboratory, Chemistry, Biology and Physics Laboratories, Maritime Laboratories, Technology and Engineering Laboratories, Dark Room, Interrogation Room, and the Gymnasium.
Recognitions and Accreditations
[edit]In 2002, the Commission on Higher Education (CHED) authorized the institution to offer the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) for the Bachelor of Science in Criminology. The Technical Education and Skills Development Authority (TESDA) also designated the university as an assessment center for Computer Hardware Servicing NCII, and as a venue for skills assessment in Housekeeping NCII and Automotive Servicing NCII.
The College of Marine Engineering and the College of Marine Transportation are ISO 9001 certified by Det Norske Veritas (DNV) Norway. Meanwhile, the Liberal Arts, Teacher Education, Business Administration, Criminology, Information Technology, Hotel and Restaurant Management, Health, Elementary and High School Laboratories, Social Work, and various graduate programs are accredited by the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA).
University Status and Further Growth
[edit]In 2008, recognizing its academic and institutional growth, the university applied for university status. Following evaluations and validations by CHED officials, the institution was granted university status through CHED Resolution No. 186-2010 dated July 14, 2010. Cagayan Colleges Tuguegarao was then officially renamed the University of Cagayan Valley.
The first University Assembly was held on July 19, 2010, and Dr. Victor V. Perez was formally installed as the first University President on September 15, 2010.
Academic Programs
[edit]The University of Cagayan Valley offers a wide array of programs. These include two doctorate degrees, four master’s degrees, twenty-one baccalaureate degrees, two post-baccalaureate degrees, six pre-baccalaureate degrees, two post-secondary technical courses, complete basic education (elementary to senior high school), two terminal programs, twenty-nine recognized programs, and eight registered certificate programs.
Ongoing Excellence and Leadership Transition
[edit]The university has consistently produced graduates who excel in board and bar examinations, with some becoming topnotchers. It maintains its standards through PACUCOA accreditations and adheres to a Quality Management System based on ISO 9001:2015 and DNVGL Standard 0029, particularly for Maritime Programs.
To address societal shifts brought by new technologies and social media, UCV continues to strengthen its research efforts, upgrade instructional practices, and expand community engagement.
On September 5, 2019, after thirty-nine years of dedicated service, Dr. Victor V. Perez passed the presidency to Dr. Esther Susan N. Perez-Mari, MSc-FM, MD, PhD. As a globally recognized scientist and researcher, Dr. Perez-Mari now leads the university in maintaining its global competitiveness in alignment with its Philosophy, Vision, and Mission.

Accreditation
[edit]UCV is ISO Quality Management System Certified 9000:2015 by British Standards Institution (BSI), the College of Maritime Education is also ISO certified by Det Norske Veritas (DNV) of Oslo, Norway,[1] and programs are accredited by Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA).[2]
The university is also accredited by TESDA, which offers Technical and Vocational Education and Training Program (TVET) under the Technical Education and Skills Development Authority and Commission on Higher Education (CHED).[3][4]
