Ward changes

The "Composition" section could have a separate subsection "History". There may have been changes before 1973. Following the 1973 expansion, there were two new councillors from the former Taupo Riding, including Ken Gray, and one from the Pukerua Bay Riding. There were subsequent changes to ward boundaries, but I don't at present know where to look for the details. The creation of the Maori ward deserves at least a separate sentence. OK, starting. https://poriruacity.govt.nz/your-council/getting-involved/archived-public-consultations/representation-review-2021/ has details of the three wards (two general and one Māori) fixed for the 2022 elections. https://poriruacity.govt.nz/your-council/mayor-councillors/elections-2025/learn-ako/know-the-poll/ notes that (in response to a central government requirement) there will be a poll as part of the 2025 elections, to determine whether the Māori ward should remain for the 2028 and 2031 elections.
