I have marked the two paragraphs added by this edit with {{opinion}} as they sound like the opinion of a Canadian with a bias against the Ogdensburg Agreement. If they are derived from the book mentioned in the bibliography, they should be marked as the opinion of that author, and cited with page numbers.
