Oppose. The redirects Ministry of Education, Culture and Science (Mongolia) and Ministry of Education, Culture and Science (Iceland) strongly suggest that this name was also previously used in those countries (likely until quite recently looking at the edit histories). Latvia also seems to have had a ministry by this name. It is therefore ambiguous and a dabpage should be created.
