Unproven possibilities and future additions
[edit]These individuals are probably dead, but do not have a death date on Rulers.org. They could be added if a recent source is found.:
Name | State | Position | Birth | note |
---|---|---|---|---|
Feliciano Avelar | El Salvador | Member of the Civic-Military Directory (1961-1962) | 1919 | Could this be him? [1] ; Obviously not, as there are sources of him being alive in 1965 |
Avtar Singh | Sikkim | Political Officer (1964-1966) | 18 October 1921 | Unlikely position qualifies; possibly died in 2015 [2] common name/surname combination though |
Ricardo Falla Cáceres | El Salvador | Junta of Government (1960-1961) | 1921 | Spanish wiki [3] and some other sources [4] [5] claim 1929-1990 |
Jaime Florentino Mendieta Vargas | Bolivia | Junta of Commanders of the Armed Forces (1971) | 1922 | Possibly 1926-2000? |
Marino Vagnetti | San Marino | Captain Regent (1971-1972, 1989) | 1924 | |
Ahmad al-Sayari | Yemen (Kingdom) | Prime Minister (1962) | 1924 | Unclear status/DoB list No citation, see discussion here |
Ri Kun-mo | DPR Korea | Premier (1986-1988) | 1926 | Likely deceased, see discussion here; [6] claims that he didn't die in 2001, but simply retired |
Emmanuel Bodjollé | Togo | Chairman of the Insurrection Committee (1963) | 1928 | Needs a better citation |
Michel Lévêque | Monaco | Minister of State (1997-2000) | 19 July 1933 | Needs a more recent citation (2010: [7]) |
Martin M'Bia | Congo (People's Republic of the) [a.k.a. Congo-Brazzaville] |
Member of the Military Committee (1977) | 1934 | Unclear status/DoB list Some sources indicate he might be dead: [8], [9] and [10] |
Édouard Frank | Central African Republic | Prime Minister (1991–1992) | 5 April 1934 | Needs a more recent citation (2014: [11]) |
Mohammed Ali Salim | Libya | Acting President (2012) | 1935 | Possibly died in 2022 [12] |
- "None of the Soviet Republic Party Secretaries in this table were in power when their republics were recognized as independent states by other United Nations member states, or by the Commission of the European Economic Community, which should be the criterion for their inclusion in the main article table. Vaino Väljas is a special case, as he was still Party Chairman on August 20, 1991 (the day Estonia restored its independence); however, the Popular Front of Estonia had won the ESSR's republic elections on March 18, 1990, and were directing the government in Tallinn, not the republic's Communist Party." – Jwkozak91 (talk) 05:57, 26 August 2021 (UTC)
1. Good possibility of being alive (1926-1929, 1930 and later to be done): (U=3, A=0)
- Ambrose Patrick Genda, Sierra Leone, head of government, 1927, somebody with the same name died in London in 2001 (and in "Reinventing the Colonial State: Constitutionalism, One-party Rule, and Civil" (p. 138), it is claimed that he had lived in London) and German wiki claimed he died in 2015
- Asked about him on German Wiki, he died in 2002, the user told me that the source is "The Paradoxes of History and Memory in Post-Colonial Sierra Leone". I still won't cross him, as I can't preview the book, but I am 99% sure he is not alive anymore StjepanHR (talk) 15:11, 7 November 2021 (UTC)
- I agree he's very likely deceased, though I notice that the page reference given in the German article (p679) can't be right because the publisher only lists the book as having 332 pages! Curiously, Genda doesn't appear on List of heads of state of Sierra Leone at all - I don't know why, as others in 'office' for as little as a couple of days do appear. 217.155.59.206 (talk) 12:16, 15 February 2022 (UTC)

- Ri Kun-mo, North Korea, prime minister, 1926, published in 2004, chronology through 2001, now disputed. Died in 2001 according to Alexandre Mansourov.
- Emmanuel Bodjollé, Togo, committee, 1928
- "Historical Dictionary of Togo" (ed. 2021) refers to him as "retired". Is it enough to put him on the list? StjepanHR (talk) 03:38, 2 November 2021 (UTC)

As of this date I post this, the oldest living man is 112, born in 1912. But, you would think someone born in 1915 by now would have been noticed by a source like the GRG or Guinness World Records and hasn't. Maybe its time to remove the 1915 "class". TheCorriynial (talk) 16:52, 26 August 2024 (UTC)
- I don't disagree, however I think the existing convention on Wikipedia (I'm sure someone's mentioned it before on this talk page) is to remove people on that basis specifically when they reach 110 (or would do if there were evidence of life). In these cases that cutoff would be reached in 2025; as that's only four months from now, it probably does no harm to leave them here until then. 2A02:8012:227B:0:7849:E3FD:3164:D7B7 (talk) 14:34, 1 September 2024 (UTC)

1935 births
[edit]I appreciate it may be a little too soon for this, but I've put together the following list of 1935 births, who will start to be eligible for inclusion in the article within a few months. To make sure I found as many as possible, I went through the articles on heads of state and heads of government for each state in turn. Of course I may nonetheless have missed some, so additions would be welcome. Any sources that can be found that's newer or better is also welcome.

- I did some looking up of this as well, and I'll add the few missing I've found. And my list has sources, maybe I'll add them as well. TheCorriynial (talk) 15:57, 29 May 2023 (UTC)
- Thank you for adding sources and Sharavyn Gungaadorj, who I missed. I've removed Sir John Swan though as Bermuda isn't an sovereign state, but a British Overseas Territory. On a similar basis, I looked again at whether Young Vivian of Niue should be included. Political status of the Cook Islands and Niue seems quite clear that the island's status is akin to the Compact of Free Association states. 2A02:8012:227B:0:DDF6:42C0:DAA6:FD03 (talk) 17:00, 29 May 2023 (UTC)
- In relation to Mahmoud Abbas, Palestine has been recognised by the UN since 2012, but his tenure goes back before that, so I was unsure precisely what description to use for him and whether/in what way the shift in status should be indicated in the table. That's why I put 'Unclear staus?' with a question mark - I was unclear about his specific title(s) as leader over time.
- I was similarly unsure about the Dalai Lama. He will almost certainly be in the 'Unclear status' table, but what to describe him as, and over what time period? I think what I've put in the table is simple and accurate, but it may not be. 2A02:8012:227B:0:8875:5FA5:E124:5FEB (talk) 14:12, 30 May 2023 (UTC)
- José Mujica is from Uruguay, not from Paraguay Pindrice (talk) 22:55, 13 June 2023 (UTC)
- The claim of the Palestinian Territories (the only legal entity that exists under the Oslo Accords) to legal statehood is not recognised by most of the Big Five in the UN (UK, USA, France) and observer status at the UN is not actual membership. Those factors should weigh the most when considering where Abbas should go. 180.150.38.126 (talk) 14:52, 14 June 2023 (UTC)

Unclear status section
[edit]Why are some state leaders in an acting capacity on the main list (Guillermo Rodríguez, Greaves, Masumbuko, Jamiruddin Sircar, Dejeu, Cindoruk, Mebazaa, Ennaceur, Pillay, Dacon) and others (Williams, Mancino, Bertone) on the unclear status list? And what's the problem with Schwarz-Schilling and Lajolo? I don't understand why they don't qualify for the main list. TVShowFan122 (talk) 03:25, 31 December 2024 (UTC)
- While I don't necessarily agree with the logic in every case, the consensus for each:
- Haroun, Mazilu, Pammo, Mullooly, Bernal, Mouzabakani - members of collectives
- Greig, Singh - debatable status of nations
- Schwarz-Schilling - questionable status of office
- Williams - no official vacancy
- Mancino - assumed powers but not title
- Bertone - powers not comparable to actual leader
- Lajolo - questionable status in an absolute monarchy
- Star Garnet (talk) 05:12, 31 December 2024 (UTC)
- The office held by Schwarz-Schilling is non-standard for sure, but Bosnia and Herzegovina's political system being peculiar shouldn't preclude him from inclusion on the main list.
- Williams is a weird case, and I can understand why he's not there now that I've read a little more.
- For Mancino, did other acting presidents/PMs from the main list "assume" the title, whatever that means?
- Of course Bertone and Lajolo's powers were limited, but so were those of many of the leaders we have on the list. For instance, the lead of Rasizade's article includes this sentence: "Thomas de Waal writes of Rasizade's tenure that he "had no political influence", "was unknown outside the country" and his "departure barely merited any commentary."" Additionally, Bertone was also the Cardinal Secretary of State from 2006 until 2013 - does this position qualify him for the main list, and if not, should it at least be added to his entry on the unclear status list? TVShowFan122 (talk) 03:27, 2 January 2025 (UTC)
- Possibly on Bertone, but the issue lies in almost 200 years of practice. Prior to it, the Camerlengo could have actually been said to have power during sede vacante. However, these days, its more so like when a US President concedes power for a few hours to the VP. The College of Cardinals rules the Vatican during sede vacante, but the Camerlengo acts like a face to them. TheCorriynial (talk) 14:08, 2 January 2025 (UTC)
- I originally added Swarz-Schilling, Grieg and Karan Singh, and provided specific reasoning in each case, which can be found in the discussion archive. To generalise in relation to all three, the offices they occupied/their contexts are so unusual/unique/sui generis that I think the unclear list was basically designed for cases like them. I didn't think they would stand up to inclusion in the main list straight away (if at all), but thought that they might potentially move there after discussion/consensus. I think 'promoting' Swarz-Schilling and Grieg to the main list would be reasonable, but wouldn't object to them staying where they are either. I'd leave Karan Singh, as the situation was much longer ago and I'm not sure any greater clarity is possible. 2A02:8012:227B:0:A80F:335B:39C5:6796 (talk) 12:33, 3 January 2025 (UTC)
- Why does the list have Schwarz-Schilling but not Biljana Plavšić? Killuminator (talk) 16:47, 20 March 2025 (UTC)
- Well for Schwarz-Schilling it might be reasonable if he's in the main list but for the Cardinak-secretaries of state they actually have no power at all and so my arguement us that in the future the position of the Cardinal-Sexretary of State could no longer qualify even in the addendum. 49.149.75.113 (talk) 17:14, 20 March 2025 (UTC)

- I'll add Lien Chan in a minute. TheCorriynial (talk) 17:13, 4 January 2025 (UTC)
- Ive also got some possibilities: Henri Maïdou of central African republic (not sure if PMs count there, although they are listed in the government section of the box.)
- Hazem al-Beblawi of Egypt (Same as above)
- Sani Elia Lagigietama Lakatani of Niue. (Another one is in 1935, so it should count, just no article)
- Miguel dos Anjos da Cunha Lisboa Trovoada of São Tomé and Príncipe. (Same as the one in 1935 list, easy count)
- Runaldo Ronald Venetiaan of Suriname. (President should count here)
- Chaovarat Chanweerakul of Thailand. (Acting PM for several days, so easily count.
- Tulaga Manuella of Tuvalu. Also a Governor-General.\ TheCorriynial (talk) 18:28, 4 January 2025 (UTC)
- I think that Henri and Hazem should count. But we need a more recent source for Henri since the latest source on his page is from 2009. - I've added a few more, including those who have 1936 as their year of birth without a more specific date, and grouped all those together at the end of the table 2A02:8012:227B:0:C558:C5FE:C937:4000 (talk) 11:26, 5 January 2025 (UTC)

Dalai Lama
[edit]Did Tibet have any kind of international recognition before the 1950s annexation? Lyudvig Chibirov was not allowed to enter even the unclear status list because of South Ossetia's lack thereof at the time. TVShowFan122 (talk) 02:09, 11 February 2025 (UTC)
- Reading his article, it sounds like before the annexation was passed, he came to power, which means for a brief bit of time before it passed, he did "rule" Tibet, but its a case like Karan Singh, where the government still exists after being slowly replaced by India in Singh's case, but by China in the Dalai Lama's case. TheCorriynial (talk) 12:03, 11 February 2025 (UTC)
- It also seems, upon reflection, that Tenzin Gyatso, 14th Dalai Lama has no current political power; and any office he held ended when he crossed the border in 1959. – Jwkozak91 (talk) 01:05, 12 February 2025 (UTC)
- But that period 1950-1959 its still possible to say he ruled Tibet, so he should still be a ruler regardless. But if questions still remain, unclear status is fine still for the Dalai Lama. TheCorriynial (talk) 01:33, 12 February 2025 (UTC)
- He was the ruler, so he should be added to the list, when he's old enough. 2003:E9:2704:9C30:A1C9:423F:D322:622E (talk) 16:22, 3 April 2025 (UTC)

Should he be included in the list? It appears that he is currently the acting sovereign of Vatican City. S302921 (talk) 13:56, 21 April 2025 (UTC)
- Actually, he's not the only acting leader. If you see in the Unclear status as state leaders, we have Tarcisio Bertone, who was the Camerlengo during papal vacancy in 2013, was the "leader" of the Church. Kevin Farrell, current Camerlengo would now be allowed on the list, minus the fact he was born in 1947.
- The official power lies with the College, but its not clear. Other wise, back in 2013, The then College leader would have also been added at that time. TheCorriynial (talk) 15:16, 21 April 2025 (UTC)
- Actually, your correct. We had the last one in the list as well. I'll add him. TheCorriynial (talk) 15:20, 21 April 2025 (UTC)
Would he be in a similar case to Karan Singh and technically count as sovereign in the period 1947-1948 shortly after the dissolution of the British Raj and as such be included in the 1936 births section (with unclear status)? I am not really sure about this but I feel like if Karan Singh would count as "sovereign" during the period his state was separated from the British, this guy could as well but I'm not really sure. S302921 (talk) 09:36, 24 April 2025 (UTC)
- Karan Singh's was a little easier to say since it lasted until very late. Although, Bikramaditya Singh might count since he was a very short ruler in between governments from them to India. TheCorriynial (talk) 11:07, 24 April 2025 (UTC)
- Although, checking Worldstatesmen, it doesn't list that person there... so maybe not. TheCorriynial (talk) 11:14, 24 April 2025 (UTC)
- TheCorriynial I am not sure if Worldstatesmen would count as a reliable source, but I agree with your explanation, he will be added to the unclear status list if a source is found of being alive as early as like 2016. Also this source seems to indicate that he might have died sometime before 2020, but again I'm not certain on the reliability and wording. S302921 (talk) 11:36, 24 April 2025 (UTC)
Also after doing some extra research, I found another person who may meet the criteria for the unclear status list; George Ali Murad Khan of Kahirpur who ruled from 1947 to 1955, although I am not sure if Pakistani princely states would follow the same logic per Indian princely states, his states' article states this "The last Mir of Khairpur opted to join the new state of Pakistan in 1947, and the dominion was thus made a princely state of Pakistan, until it was fully amalgamated into West Pakistan in 1955.". I'll probably let other people discuss about this guy's inclusion to the unclear status list for now. S302921 (talk) 12:04, 24 April 2025 (UTC)
