Proposed merge into 2024-25 North American winter

I am proposing a merge into 2024-25 North American winter, for two reasons.

This storm vastly underperformed in the Northeast and impacts were thankfully much less then expected. However, this means we are left with 0 fatalities, 1 minor injury and a couple thousand power outages. This kind of snow is pretty frequent in the Northeastern United States, no records were broken, travel disruptions were not significant and this is overall a forgettable storm.
There is not a lot of information on this storm, including pretty much nothing on New England impacts, showing that this storm likely fails WP:SIGCOV.
