A1: Unless a photo of Dream is released under a free license, no.

Q2: Why doesn't X YouTuber/Twitch Streamer have an article about them?

A2: If they are notable enough to warrant inclusion on Wikipedia, then you are welcome to make one. If you need help, the Teahouse is a good place to start.

Q3: Why are the allegations of Dream's sexual misconduct towards minors not mentioned?

A3: Because they are very contentious statements that need to be covered by sources Wikipedia considers reliable, and currently, no such sources have covered it. These types of statements should be taken with care (or removed if poorly sourced or not sourced at all), especially in a biography article like this one.
