IUPAC name

Formate, or hydrogencarbonite?

In the reaction mechanism for the base-promoted reduction if Ru(II) to form this complex, formation of a formate ligand is reported. But from the text the ligand looks like the isomeric hydrogencarbonite ion. In other words, :C(=O)OH- (hydrogencarbonite), bonded to the ruthenium through carbon, rather than :OC(=O)H- (formate) bonded through oxygen.
