Is a grant a type of concession?

I wanted to include a link to this page to distinguish a "land grant" from a "land concession". However, this article states that a grant is a type of concession - is that true? The source cited in note #1 doesn't say that. I don't know enough about these financial terms to feel comfortable editing this article without some backup. Can anyone help me out here?
