I don't want to get too in-the-weeds of this article, but for example: "revealing serious weaknesses in its governance, security apparatus, and administrative capacity" is an extraordinary claim that requires in-text attribution if it's going to be repeated on Wikipedia—and even then, it probably should not be used in the article's lead. Later, you say "These measures ... have been interpreted by observers as indicative of heightened regime paranoia and a perceived threat of domestic unrest or infiltration."
