foreign policy

I arranged this section by region and country, but in retrospect, I don't think this emphasis on bilateral relations works best. Therefore, I plan to reorganize it so it emphasizes issues. Part of the entry mentions demonstrations for and against the Iranian general who was killed. That is relevant to the issue but doesn't really belong on the US page.
