If you encounter a problem with your 2FA device and lose access to your scratch codes, you will be locked out of your account, and you'll have to create a new account. feels like a oversimplification, but otherwise I'm sympathetic to this simplification. @Sohom Datta: Major concerns were raised in the rfc at VPR regarding the lack of clear information about MFA and its effects to a person with limited technical knowledge, the reason being my (over?)simplification of the message.
