Margaret Mutembeya Otteskov is a Ugandan diplomat and civil servant. She was the first Ugandan ambassador to Estonia. She is currently Uganda's ambassador to Sweden, Denmark,[1][2][3] Iceland,[4] Finland, and Baltics[3] (consisting of three countries in Northern Europe namely Latvia, Lithuania, and Estonia).[5][6] As the Uganda's ambassador, she represents Uganda's interest on strengthening bilateral relationships between Uganda and the countries she has been assigned to as the ambassador.[7]

Diplomatic career

She served at several diplomat positions as the ambassador of Uganda to countries such as Sweden, Denmark, Estonia, Latvia, Lithuania, Finland, and Iceland.[1][2][3][4][5]


Denmark

On 30 September 2022, she presented her credentials to Her Majesty the Queen.[8]

In October 2024 she participated in the Nordic-African Women’s Health Forum organised by the International Centre for Antimicrobial Resistance Solutions. She discussed "delivering for women’s and children’s well-being" with other delegates who included other notable ambassadors including Rwanda's Diane Gashumba and Zimbabwe's Priscilla Misihairabwi-Mushonga.[9]

On March 11, 2025, she hosted the Danish tour operators group at her Chancery for an inspirational session on promoting Uganda's tourism alongside Uganda's Embassy Copenhagen.[10] In January 2025, she also met with the Soren Gade who is the Danish Speaker of Parliament together with Fikile Sylvia Magubane, Ambassador of South Africa in Denmark at the Danish Parliament Annual Reception given in honor of the Diplomatic Corps.[11] Margaret served as Uganda's ambassador to Denmark which is a Nordic country located in the Northern region of Europe.[12] While serving as the Uganda's ambassador to Denmark,[13][14] she promised to market Uganda' tourism to the Nordic people in Denmark.[12] While serving as Uganda's ambassador to Denmark, she adviced Uganda to showcase the country through regular seminars and convention aimed at sharing immigration issues, investment opportunities and incentives and disseminate with well wishes and people in the diaspora.[15]

Finland

On Wednesday, 15 February 2023, she presented her credentials as the new ambassador to the President of Finland, Sauli Niinistö.[16][5]

Estonia

On Tuesday, April 18th, 2023, Margaret Mutembeya Otteskov presented her credentials to serve as Uganda’s representative to Estonia to Alar Karis who is the President of Estonia since 2021.[5] She was recognized as Uganda's first Ambassador of Extraordinary and Plenipotentiary of Uganda to Estonia which confirms the bilateral relationship between the two countries.[5][5]

Iceland

She presented her credentials to Guðni Thorlacius Jóhannesson, the President of Iceland.[5]
