The International Coordination of Revolutionary Parties and Organizations (ICOR) is an association of more than 60 "autonomous, independent and self-reliant" anti-revisionist[1] communist parties and organizations, varying in size, compositions, and ideology.[2] The organization was founded on 6 October 2010.[1] ICOR's own self-purported goal is to "overcome the imperialist world system through a revolutionary transformation," and to establish a dictatorship of the proletariat. In their work, ICOR is based on the assumption that socialism in the Soviet Union was destroyed in 1956 and the country was transformed from within into a capitalist system by a "new class of bureaucrats" which had taken power.[1] ICOR believes that the heterogeneity of the organization stems from the split within Marxist-Leninist thought as a result of the 20th Congress of the Communist Party of the Soviet Union in 1956.[1]

ICOR follows "an open-door policy" to other organizations seeking similar goals.[1] ICOR believes that establishing a coherent political and ideological line is a protracted process that requires "cooperation in a few essential questions [...] to cooperation in all essential matters."[3]

History

The process of creating ICOR began in 2007, with 70 parties and organizations "took the initiative to overcome the fragmentation of the revolutionary movement in which they were thought to exist."[4]

In 2014, ICOR, in coordination with the YPG and far-left in Turkey, formed the United Freedom Forces (BÖG); which became a member of the International Freedom Battalion.[5] As a result of ICOR's participation in Syria, the secretary general of the Marxist–Leninist Party of Spain, Roberto Vaquero, was arrested for "possession of explosives and belonging to a criminal organization that collaborates with a terrorist organization, the PKK-KCK."[6]

In 2015, following 6-month Siege of Kobanî, (for which the ICOR affiliated BÖG brigade fought in), ICOR organized the construction of a local hospital.[7][8][9][10] This process was captured in the documentary "Guaranteed Victory," produced by Solidarität International.[11][12] The hospital was completed in 2016, opened as a maternity hospital, and was named after the organization, as "Dar al-Tawlid ICOR Hospital."[13][14] Despite destruction caused by the 2023 Turkey–Syria earthquakes, ICOR Hospital went undamaged; Monika Gärtner-Engel, ICOR's main coordinator, blamed damages caused by the earthquake on "the regimes of Erdoğan in Türkiye and Assad in Syria in terms of earthquake preparedness."[15] ICOR Hospital was destroyed in 2023 by Turkish airstrikes.[16][17]

In 2020, ICOR condemned the Kurdistan Democratic Party for its collaboration with the Turkish Armed Forces in Iraqi Kurdistan.[18] As a result of ICOR's condemnation, the Kurdistan Workers' Party released a statement "salut[ing] the solidarity of ICOR parties."[19]

Internationally, ICOR cooperated with the International League for People's Struggle (ILPS) through the Anti-Imperialist and Anti-Fascist United Front (AIAFUF), which lasted from May 2021[20] to June 2022[21]

In 2023, representatives of ICOR attended the funeral of Jose Maria Sison, leader of the Communist Party of the Philippines.[22]

Reception and Criticism

In 2013, Serve the People, a Norwegian Maoist party, denounced and rescinded membership within ICOR, over the membership of two Indian member-parties (PCC, CPI(ML) & SUCI(C)), which accordingly "[had] denounced Marxism-Leninism-Maoism (MLM), the Indian Maoist party and the Peoples' War."[23]

In 2019, Marxist–Leninist Party (Communist Reconstruction), a Spanish Hoxhaist party, left ICOR, citing a lack of support from the organization.[24]
