Tatsuya Satō (佐藤 裁也, Satō Tatsuya, born November 25, 1962) is a Japanese author, civil servant and historian best known for his work on Okinawan development policy. Born in Fukuyama, Hiroshima Prefecture, he authored the book Record of 2000days in charge of Okinawa - Okinawa Promotion policy for regional advancement of the Heisei era (沖縄担当2000日の記録―平成の沖縄振興―Okinawa Tantō 2000-nichi no Kiroku: Heisei no Okinawa Shinkō), published by Shinzansha in 2022[1].

Education and career

Contributions to Okinawa development

Satō was one of the founding members of the Okinawa Affairs Office (September 1996 - January 2001), a specialized division within the Cabinet Internal Political Affairs Office (now the Office of the Deputy Chief Cabinet Secretary). As a member of the Cabinet Secretariat, he made significant contributions to the development of Okinawa policy over an extended period.

His alma mater, Michigan State University, had earlier connections with Okinawa, having hosted scholars such as Chōsei Kawahira (Professor Emeritus at Showa Women's University, former President of the Okinawa Broadcasting Association) and Hiroko Shō (Professor Emeritus at the University of the Ryukyus, former Vice Governor of Okinawa Prefecture, former member of the NHK Board of Governors).

His book Record of 2000days in charge of Okinawa - Okinawa Promotion policy for regional advancement of the Heisei era traces developments from Prime Minister Ryutaro Hashimoto's address at the 25th anniversary ceremony of Okinawa's reversion to Japan on November 21, 1997, through to former Prime Minister Hashimoto's "Meio Speech" on the achievements of the Heisei-era Okinawa development policy, delivered at Meio University in Nago City on July 5, 2003.

The book features contributions by three Sendatsu, or senior figures, including a foreword by Hisashi Owada titled "On the 50th Anniversary of Okinawa's Reversion," and another foreword by Teijirō Furukawa titled "A Valuable Record Vividly Depicting 2000 Days in Charge of Okinawa." Together with these, the book features an extensive commentary by Makoto Iokibe (wikidata:Q11372567) titled "Okinawa's Reversion and Development in Historical Context." Iokibe described the book as "the first comprehensive work on Promotion policy for regional advancement of Okinawa's revitalization."

Heisei-era Okinawa Promotion policy for regional advancement

The "Heisei-era Okinawa Promotion policy for regional advancement" which is described in Satō's work included creative development strategies for the "second period after reversion," focusing on tourism and resort industries, information and communications industry clusters, education, research and arts Centers of Excellence (COE), and proposals for world-standard national research centers.

Utilizing Okinawa's geographical and cultural characteristics, including its historical role as a major trading hub in Asia, the development policy positioned Okinawa as an international exchange hub open to Asia. The policy was based on respecting the independent and autonomous perspectives and actions of the Okinawan side as much as possible, with the fundamental aim of promoting Okinawa's future development.

The comprehensive development approach included infrastructure improvements such as airports and highways, human resource development and employment promotion, urban planning, information and communications, finance, tourism, subtropical agriculture and fisheries, manufacturing, and the promotion of traditional culture. The pioneering development strategies implemented during this period overcame barriers of distance and time, emphasizing qualitative infrastructure improvements and focus on soft power, ahead of reforms in the rest of Japan.
