Ricardo Francisco García Herrera es Catedrático de Física de la Tierra en la Universidad Complutense de Madrid. Entre otras responsabilidades es Consejero Externo de REDEIA a propuesta de la SEPI. Ha sido Director General de la Fundación de la Universidad Complutense de Madrid (2015-2019), Presidente de la Agencia Estatal de Meteorología (2010-2012), Director General de Prevención y Promoción de la Salud de la Comunidad de Madrid (1991-1995) y Director General de Salud del País Vasco.

A lo largo de su trayectoria investigadora ha realizado importantes contribuciones principalmente en áreas como la reconstrucción climática, el estudio del clima en España y la relación entre el clima y salud.

En 2023 recibió la Medalla a la Trayectoria Destacada del Grupo de Física de la Atmósfera y del Océano de la Real Sociedad Española de Física, del cual fue fundador.
