Pandey was a Member of Parliament for more than two decades, serving under both the Panchayat system and the 1990 Constitution. He began his professional career as a journalist and was known for his critical stance against the establishment. In 1962, he founded the Naya Sandesh weekly (in Nepali) and the New Herald daily (in English). Due to his journalistic work, he was imprisoned multiple times by the Panchayat regime.
He played an active role in international diplomacy and environmental advocacy. Pandey served as the Patron of the historic Nepal-China-Japan joint Mt. Everest Expedition in 1987. He was a member of Nepal’s delegations to the United Nations General Assembly in 1968 and 1986, and led the Nepalese delegation to the UN World Summit held from September 14 to 16, 2005.
As an author, Pandey has published two books: Kutniti ra Rajneeti (Diplomacy and Politics) in 2015 and Kranti ra Pratikranti (Revolution and Counter-Revolution) in 2021.
In November 2020, the Government of Japan conferred upon him the Order of the Grand Cordon of the Rising Sun, one of the country’s highest honors, in recognition of his contributions to strengthening Nepal-Japan relations.
He is married and has two sons.
