Pradhan Mantri Vishwakarma Kaushal Samman Yojana (transl. Prime Minister's Artisan Skill Honoring Scheme) or simply PM Vishwakarma Scheme[2] was launched by Ministry of Micro, Small and Medium Enterprises on 17 September 2023 to offer comprehensive assistance to artisans and craftspeople who work with their hands and tools.[3][4][5]

Overview

It was proposed to support more than 3 million families through the scheme with a budgetary allocation of 130 billion (US$1.5 billion) between 2023-24 and 2027-28.[6][7] In the first year of its launch, 2.1 million applications were submitted.[8] As of 3 November 2024, a total of 25.8 million applications have been submitted, of which 2.37 million applicants have successfully registered after undergoing the required verification process.[9][10]

The scheme is dedicated for the people those who are carpenter, boat maker, armourer, blacksmith, locksmith, goldsmith, hammer & tool kit maker, potter, sculptor, cobbler, mason, basket/mat/broom maker, traditional doll & toy maker, barber, garland maker, washerman, tailor or fishing net maker. However, it is restricted to only one person per family.[11][12]

The scheme offers two training options: a five-to-seven day course focused on basic trade skills to improve quality, productivity, and efficiency, and a more in-depth 15-day program designed to refine existing skills and introduce innovative techniques, potentially leading to the creation of higher-value products and services. Participants in both programs receive a ₹500 daily stipend. It also offers a tool kit incentive of e-vouchers worth up to ₹15,000; a digital transaction incentive of Re 1 per transaction (up to 100 transactions monthly); and promotional support from the National Committee for Marketing (NCM) encompassing quality certification, branding, promotion, e-commerce integration, trade fair participation, advertising, and publicity. The program combines skill development with practical support to empower artisans and craftspeople.[13][14][15]

Moreover, It offers collateral-free business development loans. Beneficiaries can access 1 lakh initially, with repayment starting after 18 months, and a subsequent 2 lakh loan after that, repayable over 30 months. The interest rate for beneficiaries is 5%, with the government covering up to an additional 8% of interest. The government also pays the credit guarantee fees.[16][17]

Criticism

The Tamil Nadu government refused to implement the scheme marking it as "casteist".[18] Later, they suggested to modify the existing structure of the scheme which is based on applicant's family background instead of occupation.[19][20]
