Metro Warszawskie is a transportation company whose main task is to operate the Warsaw Metro and maintain its infrastructure. It was established in 1995 by transforming the General Directorate for Metro Construction into a budgetary unit, and in 2003, it became a private limited company owned by the city. It is the capital's operator of the underground railway, operating as part of public transportation commissioned by the Public Transport Authority in Warsaw under the Warsaw Public Transport brand.
History

[edit]The history of the company dates back to 1971, when the construction of the Łazienki Route began, and the Directorate for the Construction of the Bridge Route – Łazienki was established to carry out this project.[1] After the completion of the construction, organizational changes took place, and in connection with further planned investments in Warsaw, the Directorate for the Construction of Transport Routes was created on 1 September 1974 based on the company's assets.[2]
In the autumn of 1974, the Directorate for Metro Construction was also established, with its headquarters at 27/31 Gdańska Street .[2] It served as an investment unit responsible for preparing the future operation of the metro and developed the technical and economic assumptions for the M1 metro line. On 1 July 1980, the body was taken over by the Directorate for the Construction of Transport Routes as a separate organizational unit.[2]
General Directorate for Metro Construction (1983–1995)
[edit]After the construction of the Toruń Route, most of the Directorate for the Construction of Transport Routes employees joined the General Directorate for Metro Construction.[1] It was established on 10 February 1983 by ordinance no. 7 of the Mayor of Warsaw[3] and began its activities as the investor and general contractor for the construction of the M1 line of the Warsaw Metro,[4] which started on 15 April. Its headquarters were located at 77/79 Marszałkowska Street.[2]
In 1989, the President of Warsaw entrusted General Directorate for Metro Construction with the role of operator during the initial period after the metro's launch.[5] Due to the political and economic changes in the country, the scope of Directorate for the Construction of Transport Routes' activities and its organizational and legal form also changed. On 25 February 1992, the Board of the Association of Warsaw Districts and Municipalities adopted resolution no. 157/92, under which the company became an organizational unit of this association without legal personality.[6]
On 7 April 1995, the first section of the Warsaw Metro was opened.[4]
Metro Warszawskie (after 1995)
[edit]On 1 August 1995, a budgetary unit of the City of Warsaw named Metro Warszawskie was established[2] as the successor of Directorate for the Construction of Transport Routes.[7] On 30 December 2002, Sławomir Skrzypek, the Deputy Mayor of Warsaw, issued an ordinance on behalf of the mayor, transforming the company into a private limited company on 1 January 2003.[8] In 2003, the operator also moved its headquarters to 5 Wilczy Dół Street.[2][9]
Activity

The company's mission is to operate the Warsaw Metro. It utilizes and is responsible for maintaining the metro infrastructure provided by the city, which includes stations and tunnels.[10] The company is bound by a commercial agreement with Warsaw Public Transport Authority, from which it receives compensation for operational activities, calculated based on an agreed rate per vehicle-kilometer.[10]
An additional source of income for the company comes from its commercial and investment activities. The company receives remuneration for investment substitution and supervision of construction works related to the expansion of the metro network, which is an established part of the contracts signed.[10]

Finance and transport performance

The initial authorised capital of the company on 1 January 2003 was 210 million PLN,[8] while since 22 August 2012, its value has been 328,917,500.00 PLN.[18] The city of Warsaw is the owner of 100% of the company's shares.[19]
The net profit of the company in 2004 amounted to just over 4 million PLN.[20] It declined until 2006, and in 2007, it returned to the level of three years earlier.[21][22][23] In 2008, the company recorded a profit of nearly 14 million PLN,[24] followed by 5 million PLN in the next year,[25] and in 2010, triple the profit of 2009.[26] In 2011, Metro Warszawskie earned 5.4 million PLN,[27] and a year later, 9.4 million PLN.[28] In 2013, a record profit of 70.9 million PLN was recorded,[29] followed by just over 45 million PLN in 2014,[11] 5.3 million PLN in 2015,[30] 9.7 million PLN in 2016,[31] and 25.4 million PLN in 2017.[32]
In 1995, the Warsaw Metro transported 20 million passengers. From the first year of operation until 2011, the annual number of passengers increased year by year.[30] In 2012, there was a slight decrease compared to 2011, followed by an increase of 5.8% in 2013 compared to the previous year. In recent years, the Warsaw Metro has transported around 170 million passengers annually and approximately 680,000 daily in 2015,[30] and 183.7 million passengers annually in 2016.[31]
The number of train-kilometers in 2002 was 11.2 million and grew for the next 8 years.[20][21][22][23][24][25][26] In 2010, a record value of 25.99 million was recorded, which then declined until 2013,[26][27][28][29] before increasing again in subsequent years.[11][30][31]

The number of employees at the end of 2003 was 1,128.[20] It increased year by year, reaching 1,634 in 2009,[21][22][23][24][25] and remained at a similar level in 2010 and 2011.[26][27] In the following years, the number of employees at Metro Warszawskie rose again, reaching 2,265 at the end of 2015[11][28][29][30] and 2,353 in 2016.[31]

Jerzy Brzostek was the first director of the Construction of Transport Routes. In 1991, he was succeeded by Bohdan Zuń, who held this position until the transformation of Construction of Transport Routes into Metro Warszawskie and continued in the role throughout the period when Metro Warszawskie operated as a budgetary unit.[2] On 1 January 2003, following the president of Warsaw's order, Bohdan Zuń became the president of the company's board,[8] a position from which he was dismissed on 3 January.[33] His successor was Krzysztof Celiński , who led the company until mid-December 2005. Since 25 January 2006, Jerzy Lejk has been the president of Metro Warszawskie.[2]
Other information
[edit]In October 2018, an escalator malfunction occurred at the Centrum metro station, resulting in four people being injured.[34] The Transport Technical Supervision investigating the causes of the accident determined that the malfunction was caused, among other factors, by passengers walking on the escalators, which was permitted by the company's ongoing campaign "Hold the right side".[35]
