John Cope is a British Conservative politician and educationalist.
He currently serves as a Councillor for the Oatlands and Burwood Park ward on Elmbridge Borough Council.[1] where he is also Leader of the Conservative opposition group[2]. Cope is National Chairman of the Conservative Councillors' Association[3] and a member of the National Party Board of the Conservative Party[4], its highest decision making body. Outside of politics he is a portfolio non-executive director and Senior Counsel for education, apprenticeships and social mobility at consultancy firm PLMR[5].
Early Life and Education
[edit]Cope was born to a 14-year-old girl on a council estate in Doncaster, South Yorkshire before going into foster care and being adopted[6]. He attended King Edward VI Grammar School in Louth, Lincolnshire before studying politics at the University of Nottingham[7].
Political Career
[edit]Cope was elected as a Councillor for the Walton South ward of Elmbridge Borough Council in May 2021[8], and for the Oatlands and Burwood Park ward in May 2024[9]. He has been Leader of the Opposition and Conservative Group since 2021[2], and Chairman of its Overview and Scrutiny Committee[10].
At the 2024 United Kingdom general election Cope was the Conservative candidate for the Esher and Walton constituency[11].
Cope holds several other political roles:

Professional Career
[edit]Cope is currently a portfolio non-executive director and Senior Counsel for education, apprenticeships and social mobility at consultancy firm PLMR[5].
His previous roles include Executive Director at UCAS[15][16] where he led the integration of apprenticeships[17], being appointed by the UK Government to both the Digital Skills Council[18] and Board of the Institute for Apprenticeships and Technical Education[19] which oversees the skills and apprenticeships system across England, Head of Education and Skills at the Confederation of British Industry[20], and a co-founder of the Education Policy Institute[5] with former MP David Laws.
