Donald Scarinci (born 1956) is an American attorney, writer, photographer, and numismatist. He is the founding partner of Scarinci Hollenbeck, a mid-sized commercial law firm with offices in New York City and New Jersey.[1][2]

Scarinci has been profiled in The New York Times for his political influence in New Jersey,[3] and has been ranked among the most powerful legal figures in the state by multiple publications.[4]

He has served on the Citizens Coinage Advisory Committee (CCAC) of the United States Mint since 2005, making him its longest-serving member as of 2024.[5]

Early life and education

Scarinci was born in Jersey City, New Jersey. He attended Montclair State University, earning a Bachelor of Arts in 1978. He completed a Master of Arts in English Language and Literature from New York University in 1980. In 1983, he received his Juris Doctor from Seton Hall University School of Law.[6]

In 1988, Scarinci founded Scarinci Hollenbeck, now one of the largest law firms in New Jersey.[2] He is known for his work in public sector law, representing municipalities, counties, economic development authorities, schools, colleges, utility authorities, and hospitals.[1]

Scarinci gained broader public attention through his involvement in New Jersey politics. He has served as counsel to the New Jersey General Assembly and to the Democratic members of both the Congressional and Legislative Redistricting Commissions. His political relationships and legal influence have been discussed in investigative reports by The New York Times.[7][3]

He currently serves as Corporation Counsel to the City of Union City. He has also been a Trustee of the Institute of Local Government Attorneys for nearly three decades.[8]

Numismatics and medallic art

Scarinci is internationally recognized for his contributions to numismatics and medallic art. Since 2005, he has served on the Citizens Coinage Advisory Committee (CCAC), advising the United States Secretary of the Treasury on coin and medal designs.[5] As of 2024, he is the longest-serving member of the committee, having been appointed by at least five different U.S. Secretaries of the Treasury.

He is considered a leading authority on coin design, and was profiled in CoinWeek for his work promoting artistic merit in coinage.[19] He has provided expert court testimony on numismatic valuation and holdings.

He has lectured at institutions such as the British Museum, Brookgreen Gardens, Forest Lawn Museum, and the United States Mint, as well as organizations like the American Numismatic Association (ANA) and the American Numismatic Society (ANS).[20]

Scarinci developed an interest in photography in high school while working as a multimedia assistant for the City of Union City, New Jersey. In 1978, he worked as a campaign photographer for U.S. Senator Bill Bradley.[6] Today, he focuses on fine art photography, street photography, and urban landscapes, with his work featured in galleries and on his blog.[20]
