In this role, he has overseen various initiatives related to food security, public distribution systems, and food quality across the State. Early Life and Education
[edit]Chitha Vijay Prathap Reddy was born on 14 February 1972 in Porumamilla, Kadapa district, Andhra Pradesh, to Chitha Showry Reddy and Chitha Anthonamma.[1]
He completed his Secondary Board of Education in 1988 from Zilla Parishad High School in Porumamilla and his Intermediate Education in 1991 from Vignan Residential Junior College in Badvel. He holds an M.A. degree.
Early Career and Political Entry
[edit]Vijay Prathap Reddy entered politics in 2011, joining the Yuvajana Sramika Rythu Congress Party (YSRCP) as an active member. In 2018, he was appointed as the Kadapa District Chairman of the Agrigold Baditula Basata Committee, where he organised strikes in Kadapa and Vijayawada to advocate for Agrigold victims. He was also elected as a Member of Provincial Parliament (MPP), during which he reportedly visited schools in Porumamilla Mandal to address student and teacher challenges.
Chairman of Andhra Pradesh Food Commission (2022–Present)
[edit]In 2022, Chitha Vijay Prathap Reddy was appointed as the Chairman of the Andhra Pradesh Food Commission. In this capacity, he has been actively involved in overseeing and implementing food-security and quality initiatives across the State.
Key Initiatives and Activities
[edit]- Combating Adulteration and PDS Irregularities – He has detailed measures to curb food adulteration and irregularities within the Public Distribution System (PDS). These include establishing a toll-free number and a WhatsApp group for public feedback, conducting surprise raids based on this feedback, proposing a future call-centre, emphasising correct measurements in the PDS, mandating receipts for PDS transactions, addressing unwanted PDS products, cracking down on stale food in restaurants, forming inspection teams, and scheduling inter-departmental meetings to intensify raids.
- Ensuring Proper Delivery of Ration Commodities – At a review meeting on 22 June 2023 Reddy instructed officials to guarantee that ration commodities, YSR Sampurna Poshana kits, Balamrutam, and mid-day meals reach card-holders, Anganwadi centres, schools, and welfare hostels exactly as per government guidelines[2]
- Food Security and Fortified Rice – Reddy has stated that Andhra Pradesh is actively working to provide food security to all eligible individuals under the National Food Security Act 2013[3]. He released a poster to raise public awareness about welfare schemes and conducted 273 field visits across 15 districts—plans are in place to cover the remaining districts—to assess the benefits of food schemes. He also addressed public concerns about fortified rice, clarifying its composition and the State’s plan for phased supply across all districts.[3]
- At a review meeting in Paderu (Alluri Sitarama Raju district) on 15 October 2022, Reddy announced that iron- and vitamin-fortified rice would be distributed statewide through the PDS starting the following May, reported that he had already inspected 366 centres, and publicised a WhatsApp helpline (94905 51117) for complaints.[4]
- Inspections and Quality Control – He has conducted numerous inspections of government schools, Anganwadi centres, and welfare hostels [5] to monitor food quality and distribution. During these visits he verified stock and attendance records and interacted with students and children. He expressed concerns about the poor quality of mid-day-meal rice and sub-standard food materials from MLS points, issuing directives for inspections and warning of punitive actions against errant officials.[6]
- Policy Recommendations – Reddy chaired a food-panel meeting that recommended increasing the rice quota for Girijans in agency areas from five kilograms to ten kilograms, and also suggested establishing a buffer godown to ensure timely supply of commodities like dal and sugar.[7]
- Farewell Events – He presided over farewell events for retiring members of the Andhra Pradesh State Food Commission, felicitating them for their service.[8]
Controversies and Criticisms
[edit]The Andhra Pradesh Food Commission, and its Chairman Chitha Vijay Prathap Reddy, have faced criticism from the opposition Telugu Desam Party (TDP). According to Neelayapalem Vijay Kumar, a former member of the Food Commission, the body was alleged to have been “completely inactive” during the previous YSRCP regime, failing to address widespread irregularities. Criticisms also included allegations that Chairman Reddy participated in election campaigns while holding a statutory position, that there was a perceived lack of case registration despite numerous field visits, and that a significant number of previously registered cases were allegedly “watered down”.[9]
