[On 31st January 1961, Bihar's first Chief Minister, Shri Krishna Singh, passed away. At that time, the Governor of Bihar was the educationist Dr. Zakir Husain, who would later become the President of India. He faced a peculiar crisis. It was the first time in the country that a sitting Chief Minister had died while in office. The Constitution did not provide clear guidance on what to do next in such a situation. In this context, Dr. Husain decided to administer the oath of office to Deep Narayan Singh, the senior-most minister in Shri Krishna Singh’s cabinet, as the acting Chief Minister.
