if it is to exist, this needs to be under colleges and unis in the usa
this probably shouldn't even exist
honestly, it just creates an extra cat level when it could just branch off from 'c&u in usa' into 'comcols in usa' and 'private 2yrs in usa'
community colleges should get their own cat
private 2 years should get their own cat(s)
