Anbil Mahesh Poyyamozhi (born 2 December 1977 as "Nallamuththu Poyyamozhi")[1] is an Indian politician serving as the Minister for School Education in Tamil Nadu and District secretary for Trichy district-South[2][3] (Trichy east, Thiruverumbur & Manapparai constituencies) of Dravida Munnetra Kazhagam party.[4] He was the Member of Legislative Assembly from 2016 to 2021. He has been serving as the State Deputy Secretary of the DMK Youth Wing since 2014.

Education

Anbil Mahesh Poyyamozhi holds a master's degree in Computer Applications from Bharathidasan University. He is currently pursuing a Ph.D. in the Department of Physical Education at National College, Tiruchirappalli, with his research focusing on the topic "Integration of Language and Sport for Skill Development.[5]

Family and political background

Anbil Mahesh comes from a family with deep connections to the Dravida Munnetra Kazhagam (DMK). His grandfather, Anbil P. Dharmalingam, was among the founding leaders of the DMK and maintained close associations with prominent political figures including Periyar, C.N. Annadurai, Rajaji, K. Kamaraj, and Quaid-e-Millath. Dharmalingam served as a minister in the cabinets of former Tamil Nadu Chief Minister M. Karunanidhi, handling portfolios including Agriculture, Local Administration, Revenue, Information, and Public Relations.

His father, Anbil Poyyamozhi, served as a DMK MLA for two terms, winning elections in 1989 and 1996. He was a close associate of M.K. Stalin until his death on August 28, 1999.[6]

The Anbil family's relationship with DMK leadership continues into its third generation.[7] Anbil Mahesh Poyyamozhi shares a close friendship with Tamil Nadu Deputy Chief Minister Udhayanidhi Stalin.

Anbil – Ancestral Village

Anbil is a historically and culturally rich village located approximately 30 kilometres from Tiruchirappalli, along the Tiruchirappalli–Kumbakonam highway and 8 kilometres from Lalgudi. Positioned on the northern banks of the Kollidam River, the village thrives due to its fertile water basin, which supports extensive agriculture. The region is known for cultivating paddy, sugarcane, and banana plantations, making it one of the agriculturally abundant pockets in the Cauvery delta.

Anbil holds spiritual significance with its dual religious heritage — the village is home to the Anbil Alanthurai Temple, a prominent Saivite shrine praised in the Thevaram hymns of Thirugnanasambandar, and the Anbil Sri Sundararaja Perumal Temple, a revered Vaishnavite temple recognised as one of the 108 Divya Desams[8]. This harmonious coexistence of faiths, alongside its agrarian prosperity, makes Anbil a symbol of Tamil Nadu's cultural and historical continuity.[9]

Political career

Early Political Journey

He started his political life as a party worker in the year 2000. He actively took part in various party activities, he rose through the ranks and was appointed as the State Deputy Secretary of the DMK Youth Wing in 2014, a position he continues to hold.

Electoral Success and Ministerial Role

He was elected as a Member of Tamil Nadu Legislative Assembly from Thiruverumbur constituency in 2016.[10][11][12][13] He was again elected as MLA in May 2021 from the Thiruverumbur constituency consecutively and appointed the School Education Minister of Tamil Nadu.[14]

Party Leadership Roles

He concurrently holds the position of DMK District Secretary for Trichy South, with administrative oversight of Trichy East, Thiruverumbur, and Manapparai Assembly constituencies. He was initially appointed as the Minister in charge of Thanjavur district,[15] and subsequently assigned responsibility for Nagapattinam district.[16]

Milestone Events

As the Dravida Munnetra Kazhagam's (DMK) Tiruchirappalli South District Secretary, Anbil Mahesh Poyyamozhi pioneered the organisation of the party's first-ever district-level General Council Meeting. During the centenary celebrations of M. Karunanidhi (Kalaignar), he oversaw more than 100 commemorative events across the district, for which he received personal commendation from the DMK President.

In accordance with party leadership directives, he facilitated the installation of life-sized statues of Kalaignar in each of the three assembly constituencies within the district—Tiruchirappalli East,[17] Thiruverumbur,[18] and Manapparai.[19]

He conducted Parent-Teacher Association (PTA) zonal meetings across seven zones, with the final session ‘Let Us Celebrate Parents’ held on 22 February 2025 at Thiruppapayil in Cuddalore district.[20] The event was marked by the presence of Chief Minister M. K. Stalin, who brought the "Kalvi Seer" (Educational Excellence) to the gathering.[21] In January 2025, he organised the Kalaignar Centenary Special Jamboree in Tiruchirappalli, marking the 75th Diamond Jubilee of the Bharat Scouts and Guides. The event brought together over 25,000 participants, including scouts and international delegations, reinforcing Tamil Nadu's role in promoting leadership, camaraderie, and cultural exchange among youth.[22]

Public Image and Personal Connect

Anbil Mahesh has been elected twice as the Member of the Legislative Assembly from Thiruverumbur. Fondly referred to as “Thambi” (younger brother) by his constituents, he is known for his enduring connection with the people of his constituency. Despite his state-wide responsibilities, he is often quoted saying, “The people of Thiruverumbur gave me the opportunity to work for all of Tamil Nadu. Every time I return, it feels like coming home.”

To members of the youth wing, Anbil Mahesh is regarded as a guiding “anna” (elder brother). Among educators and the residents of Thiruverumbur, he is seen as a dependable and approachable “thambi.” Within Dravidian ideological circles, he is recognised simply as "Anbil"—a figure who embodies both the legacy of his forebears and a commitment to shaping the future of Tamil Nadu.[23]

Contributions to School Education Department

As School Education Minister, Anbil Mahesh has implemented several significant educational initiatives in Tamil Nadu. Under his leadership, the Tamil Nadu government has introduced nearly 70 educational welfare schemes aimed at enhancing the quality of school education. Notable programs introduced during his tenure include:

Ennum Ezhuthum Scheme

A literacy and numeracy program targeting primary school students in government and aided schools ensure to  read with comprehension and possess basic arithmetic skills by 2025. [24][25][26]

Illam Thedi Kalvi Scheme

A home-based learning initiative developed in response to educational disruptions caused by the COVID-19 pandemic It brought education directly to students’ neighbourhoods through qualified volunteers who conduct engaging, activity-based learning sessions that include music, stories, and games. [27][28]

A volunteer under Illam Thedi Kalvi (Education at Doorstep) initiative engages with children in an informal learning environment. This scheme, launched by the Tamil Nadu government, aims to bridge learning gaps by bringing education to their home.

Chief Minister's Breakfast Scheme

A nutrition program designed to provide free, nutritious breakfast to approximately two million government school students in Classes 1 to 5. The scheme has been credited with reducing school dropout rates, improving attendance, and enhancing classroom concentration.[29][30] [31]

Naan Mudhalvan Scheme

This scheme is a flagship initiative offering structured career and higher education guidance from Class 9. Through Higher Education Guidance Cells, it empowers government school students to make informed academic choices, advancing social justice and equitable access to opportunity.[32][33][34]

Vaanavil Mandram

Vaanavil Mandram is an initiative launched by the Tamil Nadu government to foster scientific interest among students in classes VI to VIII. The program emphasizes activity-based learning in Science, Technology, Engineering, and Mathematics (STEM) subjects, moving away from rote memorization. To facilitate this, 100 mobile science and mathematics laboratories have been introduced, serving over 13,200 schools and benefiting approximately 2 million students statewide.[35][36]

234/77

As part of his field-based governance approach, Tamil Nadu School Education Minister Anbil Mahesh Poyyamozhi personally visited schools across the state for direct inspections — a hallmark of his hands-on leadership style.[37]

One of the department's significant initiatives is the 234/77 School Review Exercise. Under this effort, the Minister conducted inspections in government and government-aided schools across all 234 legislative constituencies, evaluating them based on 77 parameters. This large-scale review commenced on 10 October 2022 and concluded on 27 November 2024.[38]

At the 7th Zonal Parent-Teacher Association Conference held grandly in Vriddhachalam, themed "Let Us Celebrate Parents", the Minister presented his detailed school review report to the Chief Minister via a digital application titled "Orumaikkan" (translated as "With One Vision").[39]

Global Exposure

For the eighth consecutive year, students who excelled in competitions such as film review, debate, quiz, speech, and art were offered international educational exposure through visits to countries including Singapore,[40] South Korea, Japan, France, Malaysia,[41] and the United Arab Emirates. Under the Kanavu Asiriyar (Dream Teachers) initiative,[42] selected government school teachers were also provided similar overseas learning opportunities.[43] In addition, the Tamil Nadu government has supported government school students in participating in international conclaves and seminars in countries such as Russia.[44]

Microsoft partnership

Anbil Mahesh Poyyamozhi signed a landmark Memorandum of Understanding (MoU) with Microsoft at the company's headquarters, introducing the Technical Education and Learning Support (TEALS) programme in Tamil Nadu. The initiative aims to enhance digital learning and promote skill development among students. This MoU marked the first of its kind to be signed by any state in India.[45][46]

Student Support Helpline 14417

A 24/7 toll-free helpline 14417[47] was established to address grievances and provide career guidance for students of government and government-aided schools. The helpline offers support on various issues, including information on government schemes, scholarship-related queries, harassment complaints, and guidance during examination periods. [48]

Minister Anbil Mahesh Poyyamozhi sent detailed correspondence to all 234 Members of the Legislative Assembly in Tamil Nadu, providing comprehensive data about school infrastructure development in their respective constituencies.[49] These personalized letters contained specific statistics on completed school buildings during Chief Minister M.K. Stalin's four-year administration, those under construction, and planned future building projects. This communication initiative ensured each elected representative had precise information about educational infrastructure improvements in their districts.

Additionally, Minister Poyyamozhi personally met with Chief Minister M.K. Stalin at the Secretariat headquarters to present a specialized report focusing on educational developments in the Chief Minister's own Kolathur constituency. During this official meeting, he provided a detailed assessment of the School Education Department's accomplishments, ongoing projects, and future plans specifically for schools within Kolathur, demonstrating the government's commitment to educational improvement across all constituencies.

Opposition to New Education Policy 2020

Anbil Mahesh Poyyamozhi has been a strong critic of the National Education Policy (NEP) 2020 introduced by the Central Government of India. As Tamil Nadu's Minister for School Education, he has consistently argued that the state's educational system outperforms national averages across key performance indicators.[50] [51]

Anbil Mahesh has maintained that many benchmarks proposed in the NEP had already been achieved in Tamil Nadu through state-led initiatives years before the national policy's ideation.[52] His public statements have emphasized that imposing the NEP on Tamil Nadu would be counterproductive given the state's established educational success.[53]

A significant aspect of his opposition focuses on language policy, with Anbil Mahesh asserting that Tamil Nadu's two-language policy must continue instead of adopting the Central Government's three-language policy, which he has emphasized as an attempt at Hindi imposition.[54]His opposition centers on advocating for regional autonomy in education policy, arguing that Tamil Nadu's education model has proven its effectiveness and should be allowed to operate independently of centralized policy frameworks.[55][56]

Beyond opposing the NEP, Anbil Mahesh Poyyamozhi is determined to transfer education to the State List, emphasizing that states should have full control over their educational policies. He has publicly stated, "Education should be transferred to the state list. We take care of our children and faculty. We decide what kind of intellectual training to give our students."[57] He believes this shift will grant Tamil Nadu and other states greater autonomy, reducing central intervention and reinforcing federalism. This remains a key focus of his political career as he actively advocates for increased state control over education.[58]

During the Diamond Jubilee National Jamboree and the Kalaignar Centenary Special Jamboree held at Manapparai, Anbil Mahesh Poyyamozhi was conferred the Silver Elephant Award[59], the highest honour in Indian scouting. He became the 22nd recipient to receive this distinction, which recognises exceptional service to the Scout and Guide movement, particularly for his contributions towards youth development and education.

The Jamboree also saw Tamil Nadu achieve five Elite World Records, marking a historic moment for the state in the field of scouting: Most participants in a Scouts and Guides prayer, a reef knot-tying lesson, taking the Scouts and Guides promise, performing the Scouts and Guides salute and left-hand handshake.

On February 22, 2025, at the Tamil Nadu State Parent-Teacher Association Conference in Virudhachalam, Chief Minister M.K. Stalin characterized Anbil Mahesh's tenure as School Education Minister as a ‘golden period’ for the state's educational sector.[60]

Fitness Philosophy and Daily Practices

Anbil Mahesh Poyyamozhi maintains a disciplined approach to physical fitness alongside his political responsibilities. He adheres to a daily regimen that includes one hour of morning exercise, incorporating traditional Tamil martial art Silambam and jogging. Poyyamozhi is an active sportsperson who regularly participates in various sports including badminton, cricket, shuttle, and basketball.

During occasional leisure time, Poyyamozhi plays shuttle badminton with his close friend Udhayanidhi Stalin.[61] He has expressed that physical activity helps him manage stress and maintain the energy required for his multiple roles in public service.

In interviews, Poyyamozhi has emphasized the connection between physical and mental wellbeing, stating, "Health is very important. When you wake up in the morning and exercise, you feel energized throughout the day." He further elaborated that he considers sports fields to be spaces for stress management and that yoga helps him maintain mental clarity.[62]

Poyyamozhi believes in a holistic approach to public service, summarized in his philosophy that "Good thoughts alone are not enough; you need a healthy body to implement them."
