Standardization question

Another editor and I recently had a discussion on Talk:Pennsylvania Turnpike about the short description of the article. The short description for the page was "East–west toll highway in Pennsylvania". However, the editor argued that "in Pennsylvania" was unnecessary as it was essentially duplicating the title of the article, a violation of Wikipedia:SHORTDESC. I thought he raised a good point, but almost every other article for a route always has a short description that describes the roadway's location, even if that is explicitly described in the article's title. My question is: Is there any standard that requires for the short description to include the location of the roadway, even when that location is already in the name of the road?
