Expected Changes

Stylistic Changes and Possible Re-naming of Article

The article as currently written seems to be mostly an attempt at translating the existing Vietnamese Wikipedia article. Without prejudice to the style of the Vietnamese Wikipedia article, the current English Wikipedia article is not consistent in style with English Wikipedia in general. I plan to help edit the style of this article as appropriate.

The title of the article is also fairly odd-sounding to me as an English speaker, even though I understand that it is essentially a word-for-word translation of the Vietnamese terminology. Here are some Wikipedia article titles on local government reforms in other countries:

I acknowledge that there is little consistency on this point. Sometimes articles retain their native names (Strukturreformen) or refer to the particular legislation (Kallikratis Programme).

Nonetheless, I think to conform to the usual structure of English Wikipedia article titles on similar topics, the article should be re-named something like 2025 Vietnamese administrative units reorganisation. (As a native Vietnamese speaker and near-native English speaker, I believe the word sắp xếp should in this instance be translated as reorganise.)

I will also note that while the usual Vietnamese terminology (đơn vị hành chính) directly translates to administrative units, this is a fairly unusual term for English speakers who will prefer terms like local government. This term occurs in Vietnamese as chính quyền địa phương (e.g. in the new draft Law on the Organisation of Local Government, my translation of Luật Tổ chức chính quyền địa phương). It is therefore also my opinion that a title like 2025 Vietnamese local government reorganisation would also be appropriate, possibly even more so.

I have edited the background section, although I plan to later add a subsection on prior plans for government reorganisations (a much smaller scale programme of mergers at the district and communal levels had been slowly implemented since 2019 in two phases (2019-22, 2023-25) with a planned third phase (2026-30); this programme is of course entirely replaced by the new reorganisations, and there are numerous news media articles in March 2025 about why 'mergers under the old criteria are suspended' that can be referenced).
The 'history' section (perhaps more properly titled 'timeline') needs serious rethinking. I suggest that it could be reorganised as follows:
  • Moves prior to the public announcement of 19 February (including the discussion on registering a new map with the United Nations) should be moved to a subsection of the 'background' section.
  • A subsection on the public announcements so far, in chronological order, whether from the Politburo, the Prime Minister, or the Ministry of Home Affairs. In particular, there should be specific inclusions in the body of this article of:
    • The stated objectives of the reform (which may be slightly different in the announcements of the Politburo, the Prime Minister, and the Ministry of Home Affairs). In particular, there is a numerical target on the number of communes, which has been amended from around 2500 to around 5000. This has forced several provinces to redo their communal merger plans.
    • Any other significant statements. For example, the number of 34 provinces was first publicly announced by the General Secretary in a speech at an event in Danang, not published in an official release, and is supposedly only an 'approximate' number so far.
    • Any announcements on the planned timeline of e.g. publishing of draft laws and directives, convention of National Assembly sections, provincial submissions, and so on.
    • A list of constitutional and statutory changes that must be or are planned to be enacted to enable these reforms.
  • A separate subsection on planned future events, which can be moved into the main timeline as these events occur.
Aside from the timeline section, I suggest two additional sections.
  • A section on the name and number of new administrative units. These are for the most part not yet official (except for the list of provinces slated to be kept unchanged), but it may be useful to include public speculations until official announcements. Provinces have also began submitting and publishing draft plans for communal mergers. have no opinion on whether only some provinces' communal merger plans should be mentioned, or all should be.
  • A section on the structural and functional changes to the new local government levels. The reforms are not merely a merger of units or redrawing of boundaries - the powers assigned to the levels of government are changing, and this is worthy of inclusion too, even if there has been less media frenzy about it. While no laws have been passed yet, a draft has been published by the Ministry of Home Affairs.
Finally, I have removed both of the linked articles in the See also section. This article is about local government reforms specifically, not the overall reform of the entire state bureaucracy of Vietnam, and thus bears little resemblance to anything happening with the US government.
