The short name used by the EU is "European Union Police Mission in the Palestinian Territories".[1][2][3] The proper name is "European Union Mission for the Support of Palestinian Police and Rule of Law", which does not contain the words "occupied Palestinian territories". This mission functions in the Gaza strip and the West bank from the best of my understanding, the discussion says that these territories constitute Palestine. @Easternsahara: In this case, the short name includes the words "Palestinian Territories" instead of "Palestine" as the EU is avoiding recognizing Palestine as a de jure state. Refactoring to "Palestine" would inaccurately imply that the European Union has recognized Palestinian sovereignty by officially attributing this police mission as being in Palestine.
Is there any reason it can't be EUPOL COPPS? Their official website[4] brands themselves that way and that appears to be more common than either of these contrived short names. Move to European Union Police Mission for the Palestinian Territories, this is the somewhat shorter proper name used by the EU in the sources above. Seems the EU intentionally use "Palestinian Territories" and "for" rather than "in". We could also consider the full proper name. The current isn't technically a proper name as a result, but I believe we should align with the name the EU use then create a more descriptive one as "in Palestine" would indicate.
