Launched in 2018, QOLP is an initiative to enhance tourism and entertainment infrastructure. As part of this, the first cinema in Saudi Arabia was opened, with 55 more planned. The program also issued over 400,000 visas as of March 2020.

In 2020, events QOLP supported attracted 46 million visitors, with linked entertainment companies creating 101,000 jobs.[1] It has established the Tourism Development Fund, funding 67 tourism projects with ر.س 200 million.[3]

QOLP also has a Hobbies Sector program to develop recreational practices and facilities. The Hobby Clubs Association's (Hawi) bylaws were approved, with 11 government agencies as members. Hawi is responsible for establishment, organization, and registration of hobby clubs.[4]
