Purpose of use in article (WP:NFCC#8) This photograph shows the immediate aftermath of the assassination of Dr. Martin Luther King Jr., of which took place at the Lorraine Motel, Memphis, Tennessee, on April 4, 1968. Since the article is about said assassination, I believe its usage would be important when discussing it.

The assassination of Dr. Martin Luther King is an historic event that cannot be replicated. While several free images of Dr. King himself do exist, to my knowledge, there are no free images taken on the day on his assassination. While subsequent FBI recreations were made on the same day of the assassination, the photographer of said recreations, Henry Groskinsky, hasn't released any of those photos without copyright.
Minimal use (WP:NFCC#3) This photograph is planned to only and exclusively be used on the article named "Assassination of Martin Luther King Jr.," no other articles are planned to show this picture.

This photograph has been publicly shown thousands of times on various articles, news publications, and videos, and the purpose of using this image is not to simply advertise the photograph. It is simply meant to show the moments following the assassination of Dr. King, and has been commercially licensed hundreds, if not thousands of times as well.
Other information On the back of the photograph, 2 descriptions of what it shows are given: one written by Joseph Louw himself, and one by Time Inc., who acquired the photo shortly after it was taken.

Joseph Louw Description: “Martin Luther King’s assassination (unclear) Memphis, April 4, 1968. He was shot on the balcony of (obscured, probably [the Lorraine Motel?]) in Memphis.”

Time Inc. Description: “Civil rights ldr. Andrew Young (L) and others standing on balcony of Lorraine motel pointing in direction of assailant after assassination of civil rights ldr. Dr. Martin Luther King, Jr., who is lying at their feet; Merphis, TN.”
