Image title	Houston architect Harvin Moore went through most of his career being vilified for designing what is widely considered the ugliest building downtown. But 40 years after the Bob Casey Federal Building was constructed, Moore is finally being vindicated, his family says. The federal courthouse at 515 Rusk was the only building in the Theater District that did not flood in the wake of Tropical Storm Allison. he was always proud that he gave the government exactly what they wanted. And what they wanted was a fortress that could withstand hurricanes, bombs and anything else." The building has dense, reinforced concrete walls and a basement that was specifically designed to withstand flooding. He designed it in 1957 to be extremely energy efficient at a time when energy efficiency was not appreciated.
