Dr. Ambassador Nmaa Ahmed Abubakar is a Nigerian development expert and public administrator, currently serving as the Director General of the Rural Access and Agricultural Marketing Project (RAAMP) in Niger State. He is known for his role in implementing rural infrastructure projects as part of Governor Umar Bago’s "New Niger" agenda.[1]
Early Life and Education
[edit]Abubakar began his formal education at Umaru Sandal Primary School. He continued at Ahmadu Bahago Secondary School in Minna, where he earned both his WAEC and NECO certificates. He later obtained a Bachelor of Technology (B.Tech) degree in Estate Management from the Federal University of Technology, Minna, in Niger State.
Abubakar has completed various additional academic and professional programs. He obtained a Master Class Certificate in Business Management and Leadership from the London Graduate School, and a Doctor of Humanities (Honoris Causa) from Commonwealth University.[2]
Career
[edit]Ahmed serves as the Director General of Niger State's RAAMP, a World Bank-supported project aimed at improving rural access and agricultural marketing. Under his leadership, Niger State was ranked the top-performing RAAMP state in Nigeria for 2024 in both fund disbursement and implementation.[2]
His tenure has seen the completion of major rural road projects, including the Makera and Jankara roads, and the rehabilitation of Ebba-Kataeregi and Ebba-Baddegi feeder roads. These roads now serve over 40 communities, significantly enhancing transportation of agricultural produce and reducing logistics costs.[1]
He has also been involved in community mobilization and stakeholder engagement efforts to ensure local ownership and sustainability of RAAMP projects.[3]
Recognitions
[edit]In 2017, he received the **Guardian Peace Achiever Award**, recognizing his contributions to development and good governance.[4]
